The Don Quixote chain that has stores all over Japan has lots of strange socks and underwear, many with anime characters. I am not sure they have matching sets.
Japanese Amazon has all kinds of crazy clothes, so that may be a good alternative.
If it has to be a specific anime, not just any anime, there may be stores for just that anime. There are for example lots of Pokemon stores in Japan, and they sell underwear and socks with Pokemon.
If you are in Tokyo, Akihabara is a good place to find shops that specialize in anime things. Many sell clothes with character prints.
