Kista Science Tower
During the IT bubble years, they started building the Kista Science Tower in Kista (which is in Stockholm). Before they were finished the bubble burst, and they ran out of money. They built the elevator shaft first and then the rest of the building around it. So you can see the elevator shaft sticking up out of the building (the originally planned height) and the building stopping a few floors below that (no more money).
